2.4.41 वेञो वयिः

In आर्धधातुक, वेञ् before लिट् becomes वयि. For example, वे लिट् - वे णल् - वय् अ - वय् वय् अ - व व य्  अ - उ अ व य्  (लिट्यभ्यास्योभयेषां, सम्प्रसारण) - उवय् अ - उवाय. Similarly, वे तुस - वय् अतुस् - (the सम्प्रसारण of य् is blocked because of लिटि वयो यः, instead सम्प्रसारण of व् follows) - उअय्  अतुस् - उय् अतुस् - उय् उय् अतुस् - उउय् अतुस् - ऊयुतुः. (ऊवुतः would result if वश्चा-अस्या-अन्यतरस्याम् is applied and य् becomes व्).

2.4.40 लिट्यन्यतरस्यां

In आर्धधातुक, अद् before लिट् has घस्लृ. For example, अद् लिट् - घस् ल् - घस् घस् णल् - घ घस् अ (अत उपधायाः) - झ घस् अ - ज घस् अ - जघास् अ - जघास.

Same as 2.4.38 - except that in Vedas, बहुलता is also implied.

2.4.38 घञपोश्च

In आर्धधातुक cases, घञ्,अप् after अद् have घस्लृ-mandate. For example, अद् घस् - घस्लृ अ - घस् अ - घास् अ - घास सु (अत उपधायाः) and प्र अद् अप् - प्र घस् अ - प्रघस - प्रघस सु - प्रघसः.

2.4.37 लुङ्सनोर्घस्लृ

आर्धधातुक - लुङ् , सन् suffixes after अद् results in घस्लृ-mandate. For example, अद् लुङ् - अद् ल् - घस्  ल (घस्लृ ) - अट् घस् ल् (अट्) - अट् घस् तिप् - अ घस् च्लि त् - अघसत्. Similarly, अद् सन् - घस् सन् - घस् घस् सन् - घ घस् स -  झ घस् स - ज घस् स (कुहोश्चुः , अभ्यासे चर्च) - जिघस् स- जिघत् स, With शप् तिप्, जिघत्स शप् तिप् - जिघत्सति.

2.4.36 अदो जग्धिर्ल्यप्ति किति

ल्यप्, तकार कित् (which are both आर्धधातुक) after अद् has जग्धि-आदेश (mandate). Notice that कित् is a necessary condition otherwise अद् - as in अद् तव्यत् - अत्तव्यं - doesn't result in जग्धि mandate. For example, अद् क्त (निष्ठा) - जग्धि क्त - जग्ध् ट - जग्ध् ध (झषस्तथो-अर्धो-अधः) - जग् ध - जग्धः. Similarly, अद् यक् त (तकरादि) - अद्यते.

2.4.34 द्वितीयाटौस्स्वेनः

इदं,एतद् next to द्वितीया, टा, ओस् विभक्तिs in अन्वादेश, have अनुदात्त एन आदेश. Thus, इदम् अम् - एनं
इदम् औ - एनौ, इदम् शस् - एनान्, इदम् टा - एनेन, इदम् ओस् - एनयोः. Note that neuter would result in एनत्.

2.4.33 एतदस्त्रतसौ च-अनुदात्तौ

एतद् referring to suffixes त्र, तस् (e.g. अत्र, अतः resp.) in अन्वादेश has अश्-आदेश as well. This results in suffixes त्र, तस्  being अनुदात्त. For example, एतस्मिन्ग्रामेसुखंवसामः(आदेश), अथो अत्र युक्ता अधीमहे(अन्वादेश).

In अन्वादेश and present-tense (using तृतीया etc.), इदं has अश्-आदेश - which is अनुदात्त. अन्वादेश is the article referring to an already mentioned subject.

2.4.26 परवल्लिङ्गं द्वन्द्वतत्पुरुषयोः

The gender of the द्वन्द्व तत्पुरुष समास is same as that of the उत्तरपद. For example, कुक्कुटमयूर्यौ इमे, मयूरीकुक्कुटौ इमौ (notice how order changes the gender).

2.4.25 विभाषा सेनासुराच्छायाशालानिशानां

तत्पुरुष सेन, सुर, छाया, शाला, निशा in उत्तरपद has neuter gender (except in the case of नञ् and कर्मधारय तत्पुरुष).

2.4.24 अशाला च

तत्पुरुष with सभा in a non-शाला (non-entity) sense is neuter (except in the case of नञ् and कर्मधारय तत्पुरुष) i.e. when the sense is that of शाला, then neuter isn't necessary (as in धर्मसभा).

2.4.23 सभाराजा-अमनुष्यपूर्वा

The combination of super-human (e.g.राजा) or non-human (e.g. demons) with सभा is in neuter gender (except in the case of नञ् and कर्मधारय तत्पुरुष). For example, ईश्वरसभं.

2.4.22 छाया बाहुल्ये

छाया-ending तत्पुरुष in case of बाहुल्य (multiplicity) are in neuter gender. For example, इक्षुच्छायां.

2.4.21 उपज्ञोक्रमं तदाद्याचिख्यासायां

उपज्ञान्त and उपक्रमान्त तत्पुरुष have neuter gender when the उपज्ञेय and उपक्रम्य  appears first (except in the case of नञ् and कर्मधारय तत्पुरुष). उपज्ञा is a new-knowledge (e.g. discovery) and उपक्रम is a new action. For example, नन्दस्य उपक्रमं.

2.4.20 संज्ञायां कन्थोशीनरेषु

नञ्-तत्पुरुष is neuter when related to उशीनगर city (कन्था = city ).

2.4.19 तत्पुरुषो-अनञ्कर्मधारयः

All तत्पुरुष except नञ्-तत्पुरुष and कर्मधारय-तत्पुरुष are neuter.

2.4.18 अव्यवीभावश्च

अव्यवीभाव is neuter as well. For example, सुदिनंच तदहः - सुदिन अहन् - सुदिन अहन् टच् - सुदिन अह - सुदिनाहं.

2.4.17 स नपुन्सकं

The singular number implied in द्विगु or द्वन्द्व is neuter. If the उत्तरपद of a द्विगु is अकारान्त, then fem. is implied (e.g. पञ्चमूली. अन्-ending द्विगु is fem. (न् of अन् is lost).

2.4.16 विभाषासमीपे

A distant (through विभाषा) sense of quantity in possession (अधिकरण) allows non-singular number.

2.4.15 अधिकरणैतावत्त्वे

 द्वन्द्व of words indicating quantity in अधिकरण are not required to be singular. For example, चत्वारोहस्तपादाः (2.4.2 doesn't apply).

2.4.14 न दधिपयआदीनि

दधिपयसी etc. are not singular.

2.4.13 विप्रतिषिद्धं च-अनधिकरणवाचि

Non-अधिकरण contesting द्वन्द्व are singular. For example, शीतोष्णं (whereas non-opposing कामक्रोधौ).

2.4.12 विभाषा वृक्षमृगतृणधान्यव्यञ्जनपशुशकुन्यश्ववडवपूर्वापराधरोत्तराणाम्

cross-द्वन्द्व of वृक्ष, मृग, तृण, धान्य, व्यञ्जन, पशु, शकुनि, अश्ववडव and पूर्वापर, अधरोत्तर words is singular. For example, कुशकाशं, दधिघृतं, पूर्वापरम्. Note that the rule does not apply on पूर्वोत्तरौ.

2.4.11 गवाश्वप्रभृतीनि च

द्वन्द्व of horses, cows etc. is singular as well.

2.4.10 शूद्राणामनिरवसितानां

द्वन्द्व of clean(accepted) small organisms is singular.

2.4.9 येषांच विरोधःशाश्वतिकः

द्वन्द्व of naturally (and perpetually) fighting duos (cat and dog etc.) is singular. For example, मार्जारमूषकं.

2.4.8 क्षुद्रजन्तवः

द्वन्द्व of small organisms is singular.For example, यूकालिक्षं.

2.4.7 विशिष्टलिङ्गो नदीदेशो-अग्रामाः

द्वन्द्व of words with different genders, indicating rivers, countries but not village (which is related to living beings or social identity) are singular. For example, गङ्गायमुने.

2.4.6 जातिप्राणिनाम्

Non-organism class-indicating द्वन्द्व are singular.

2.4.5 अध्ययनतो-अविप्रकृष्टाख्यानां

Study(dialectics,interpretation)-related द्वन्द्व are singular.

2.4.4 अध्वर्युक्रतुरणपुन्सकं

अध्वर्यु-related यज्ञ-indicating द्वन्द्व are singular. अर्कयज्ञ + अश्वमेधयज्ञ - अर्काश्वमेधं.

2.4.3 अनुवादे चारणानाम्

2.4.3 चरण-indicating words द्वन्द्व  in अनुवाद-sense are  singular. For example, उदगात् कठकालापं.

2.4.2 द्वन्द्वश्च प्राणितूर्यसेनाङ्गानाम्

द्वन्द्व in the case of organs of the body, organs (instruments) and organs (sections) of an army implies singular status as well. For example, पाणिपादं.

द्विगु is treated as singular.

Chapter 2.3 was primarily about cases. Panini provides the rules that govern which cases are tied to the karakas. The world of cases is practically unlimited since they aspire to represent the whole world. The rules aim to connect the semantics of the verbs and words with the roots and suffixes of the language. This is why context (arthha) carries importance in the Chapter 2 rules.
Chapter 2.4 is concerned with number of dvandva. We learn many rules that drive whether dvandva can be treated as singular or not. A remarkable rule is that of small organisms - the collection of which should be considered singular. The rules get into details of what is small and what exceptions might the rule entail.
2.4.18 onwards are rules that decide which tatpurushas would be treated as neuter gender. These are often driven by meaning/sense (2.4.21,2.4.24). The gender is considered 2.4.31 onwards. After a brief commentary on ArdhadhAtuka , the chapter talks about lakars (laT, lan, lin) transforming into luk or otherwise (2.4.40 etc.) - often in the context of certain suffixes.

2.3.73 चतुर्थी चाशिष्यायुष्यमद्रभद्रकुशलसुखार्थहितैः

In आशीर्वाद sense, आयुष्य मद्र भद्र कुशल सुख अर्थ हित may allow चतुर्थी. For example, आयुष्यं देवदत्ताय (देवदत्तस्य).

2.3.72 तुल्यार्थैरतुलोपमाभ्यां तृतीया-अन्यतरस्याम्

In तुल्य sense, तृतीया is implied for indicating the शेषसंबन्ध (except for words तुला and उपमा). For example, देवेन तुल्यः.

2.3.71 कृत्यानां कर्त्तरि वा

कृत्य-suffixed as कर्त्ता have षष्ठी.  There are 7 कृत्य-suffixes - तव्यत् तव्य अनीयर् यत् ण्यत् क्यप् केलिमर. For example, देवस्य कर्तव्यः.

2.3.70 अकेनोर्भविष्यदाधमण्र्योः

Future tense and आधमण्र्य-sense for  इन् suffixes and future tense for अक suffixes prevents षष्ठी. For example, कटं कारको व्रजति (ण्वुल्), ग्रामं गमी (इन् ).

2.3.69 न लोका-अव्ययनिष्ठाखलर्थतृनाम्

No षष्ठी is implied when any of ल उ उक अव्यय निष्ठा खलर्थ तृन् is used. Here,
1. लादेश (ल) includes शतृ शानच् (लट्) कानच् क्वसु (लिट्) कि किन् (स्यत् स्यमन् - लृट्) - For example, ओदनं पचन्.
2. उ implies उकारान्त कृदन्त. For example, कटं चिकीर्षुः.
3. उक implies उक-ending कृदन्त. For example, आगामुकं दैत्यान् घातुकः हरिः.
4. अव्यय implies कृदन्त-अव्यय (in this case). For example, कटं कृत्वा.
5. निष्ठा is defined in 1.1.25. For example, कटं कृतवान्.
6. खल् is defined in 3.3.126. For example, ईषत्करः.
7. तृन् is a suffix defined in 3.2.135. सोमं पवमानः.

2.3.68 अधिकरणवाचिनश्च

अधिकरण-indicating क्त-suffixed कर्त्ता has षष्ठी as well. This reasserts the षष्ठी (from 2.3.65) whenever it's barred.

2.3.67 क्तस्य च वर्तमाने

क्त-suffix in present tense bears षष्ठी (क्त-suffix is also a कृत्-suffix). For example, राज्ञां मतः (In other tenses the rule is not applied e.g. ग्रामं गतः).

2.3.66 उभयप्राप्तो कर्मणि

When कर्त्ता and कर्म are associated with कृत्-suffix then षष्ठी is implied (example?).

However, with अक and अ-ending कृत्-suffixes, षष्ठी is implied for both कर्त्ता and कर्म. For example, चिकीर्षा देवस्य कटस्य.

Some experts indicate षष्ठी for कर्त्ता and तृतीया/षष्ठी for कर्म - in the context of (non-अक and non-अ) कृदन्तs. For example, विचित्रा जगतः कृतिः हरेः / हरिणा.

2.3.65 कर्तृकर्मणोः कृति

कृत्-suffix ending words combining have षष्ठी in कर्त्ता or कर्म. For example, कालिदासस्य कृतिः. Note that it is only in case of कृत् that the rule is applied - भुक्तपूर्वी उदनं doesn't have षष्ठी.

2.3.64 कृत्वो-अर्थप्रयोगे काले-अधिकरणे

कृत्वसुच् etc. suffix, time-indicating अधिकरण bears षष्ठी. For example, In पञ्चकृत्वो अह्नो भुङ्क्ते, अह्नो is षष्ठी.  षष्ठी is not implied in the absence of कृत्वसुच् or in the absence of time-indicating अधिकरण case  - for example, अह्ने शेते (सप्तमी - sleeps in the day).

2.3.63 यजेश्च करणे

बहुलता results in करण for यज्. For example, घृतस्य यजते (even though ghee is करण).

2.3.62 चतुत्यर्थे बहुलं छन्दसि

In vedic hymns, the sense of चतुर्थी may bear षष्ठी.

नाथ् in the sense of आशीष bears षष्ठी.

2.3.54 रुजार्थानां भाववचनानामज्वरे

Verbs in the the sense(भाववचन) of disease (व्याधि) (with the exception of ज्वर्) imply षष्ठी. For example, रोगः चौरस्य रुजति.

When in the sense of प्रतियत्न (transformation/purification), the object of कृञ् bears षष्ठी.

2.3.46 प्रातिपदिकार्थलिंगपरिमाणवचनमात्रे प्रथमा

प्रतिपादिक is the sense (epistemological) of a word. The gender of a word's sense (प्रतिपादिक) can imply i) अलिंग (gender-less category-indicating words/common-gender) ii) नियतलिङ्ग (decisive gender i.e. masc./fem.) iii) अनियतलिङ्ग (indecisive gender or words where gender doesn't make sense/neuter-gender). प्रतिपादिक can also indicate "number".

The rule says that if a  प्रतिपादिक (in nominative case) represents multiple genders or numbers (आधिक्य) then प्रथमा is implied.

2.3.45 नक्षत्रे च लुपि

लुप् -ending नक्षत्र-related instances lead to both तृतीया and सप्तमी as well. For example, पुष्येण/पुष्ये पायसम् अश्नीयात् (eat pudding during पुष्य).

2.3.44 प्रसितोत्सुकाभ्यां तृतीया च

The words प्रसित and उत्सुक can lead to both तृतीया and सप्तमी. For example, केशैः/केशेषु  प्रसितः.
